Applet notification improvement

Hi there,
I noticed some issues with the applet notification:

• could it be possible for the icons to be closer? We loose a lot of space with the emptiness between icons, why are they so far from each other?
• there is some trouble with big notification icons which don't fit, VLC or qBittorrent for example. Cf screenshot

Why? because the notification applet is implemented using a menu to show the icons and that menu uses the same theme settings as a regular (text) menu.

I use Ubuntu Mate on several PC and updating to Mate 18.04 bring me an annoying permanent issue. Just to note, I prefer to use Menu Bar, Font, and an desktop element size small, to not waste space used for displaying main apps content. Yes, I agree. Also any launcher icons on the panel are spaced too widely. They should be spaced much closer together. Not sure how easy it is to tweak this, but it should be possible – this is MATE!
