How to enable the GTK+ inspector on 18.04?

Does anyone know how to enable the GTK+ inspector on UM 18.04?
The dconf setting mentioned in https://blog.gtk.org/2017/04/05/the-gtk-inspector/ does not exist on my system. Maybe I need to install a certain package first…
