Keyboard and touchpad not working in Ubuntu MATE 15.10

I m new to linux.This is first time i installed linux and i installed as dualboot .keyboard and touchpad is not working.but they are working fine in windows 10. i m now using usb mouse with on screen kryboard, usb mouse is working .need help…

Seems to be something with the Toshiba laptops, every post I've found on this topic is a Toshiba.
Some of these laptops have a trackpad on/off button below the space bar, so try that first, along with alt+f9. both of these can turn the trackpad off.

What is happening with mine is the keyboard and trackpad work fine in bios setup, but when UbuntuMATE boots the NUM LOCK light turns off and the keyboard and trackpad are turned off.

If I update grub and reboot, then sometimes the keyboard begins working again, and will continue working until shutdown or long suspend.(Not a short suspend, that might be a clue)
