And it is 3.4 Mb !!

Can I tell if it is being used so if it isn't, I can delete that monster?

if you delete an icon, the app it is attached to will still work. But, if you don't know what the app is and the icon does not currently appear in your main menu, you might be best advised to open the icon in pluma and make a note of the execute command before you delete it just in case you needed that app in the future. That way, you could run it from a terminal with that command or make another launcher for it with another icon using that command. Also, bear in mind that icons are used for more than one app sometimes.
It just seems to me, if this icon is buried in a system folder and you do not have storage issues, you should just forget about it.
I will leave it.
