Can I restore my panel that I accidentally deleted?
I have backus from Aptik and Backup running?
Do you mean merely restore the panel or restore the panel with all of your tweaks?
If the former, you just need to right click on the remaining panel and choose “new panel” and then place it where the old one was. If you mean the latter, then you can only restore it if you had already saved it as a configuration in your panel settings in mate tweak.

I only have one panel.
I made a new one and dragged icons to it from the desktop.

I apologize, because I have tested Aptik in some case but not in your case.
I think that you better to recreate your panel from scratch or by reapplying a panel layout with Ubuntu Mate Tweak.
