I just tried that, it didn’t work. I’m positive there’s a problem with the physical USB ports.

Ok, everyone. I found that the problem was indeed the USB ports were bad. I’ve replaced the I/O card and the problem is fixed. I was so excited when the laptop started up after being dissected like that. You have to almost completely gut the laptop to get to the I/O card.
