It seems I have a knack for finding anomalies.
I made a desktop launcher and gave it an icon.
I changed my mind and tried the change the icon.
It would not let me do so.
So, I deleted the launcher.
Made another launcher, and it miraculously picked the same icon I did not want and again it would not
let me change it.
Twilight Zone maybe. 
Update one minute later.
I logged out and guess what…
The launcher now has the 2nd icon I had picked for it.
Time for a glass of wine.
I wonder why you are not able to switch your emblem afterwards. I am able to do that very simple with right-clicking on the icon and selecting preferences. There you can easily click on the icon in the upper-left corner and select the directory and file.
