So. Let’s see. Your port is on no suthdown because you can ping the router, you have or have not vlans but again you can ping others pc,s. Can you redo the condig and change the port from the router? The last thing you can do is to make a ubuntu usb and boot from it to see if that works. I just finished my cisco ccna4 curse but noting it’s coming to my mind on what the problem its.

The problem is with the configuration from the router or the os. Try again from scratch
with windows 10 have the same problem
So the problem it’s the router configuration. Did you config nat on the router?
