Can't keep backlight keyboard from coming on

So I have a Dell XPS 13 and I have this problem where the back light keeps turning on after certain events. In my BIOS settings I have the state to off which means that it doesn’t turn on during the BIOS loading and now since I set that the backlight doesn’t come on when I’m putting in my encrypted drive password in Grub either (which is great).

My problem is when I enter into LDM or the mate desktop the back light on the keyboard will change from off to full brightness. Also this occurs after my screen has dimmed and then I come back and activate the screen to return to its original brightness or wakeup the system from the screen being off.

I have to go either go and use the hot key each time this happens or set the value at /sys/devices/platform/dell-laptop/leds/dell::kbd_backlight/brightness back to 0.

This happens a lot because I have screen dimming occurring after 30 seconds and screen to go black after 5 minutes when on battery. This also occurs when on power after 5 minutes due to the settings.

I’m wondering if this is being caused by the power manager in mate? As that is where I set the settings for the screen brightness and I’m guessing that is where the actions are coming from for dimming and brightening the screen.
