This just happened, turning on after a power outage, which shouldn’t have caused this.
My Sound icon in the top panel is greyed out, with the Mute box checked, which won’t uncheck. I cannot use the slider to enable the volume. Loading pavucontrol-qt gave me:
“Connection to PulseAudio failed. In this case it is likely because PULSE_SERVVER in the Environment/X11 Root Window Properties or default…”
It went on to say that I should run start-pulse-audio-x11 manually.

Can’t tell you much. Have you yet rebooted?
try starting pulseaudio direct, not from bash start script
pulseaudio -v
it should tell you about any errors to investigate
also try deleting user settings files in /.config/pulse
reboot and pulseaudio will rebuild default user configuration files
Starting pulseaudio got me an error message.
I “solved” my problem by reinstalling the system. From a USB, installation takes ~30 minutes, then driver installation, a reboot, and installing software from the wonderful Welcome window.
I DO still have the *&%&$^& fake battery warning, and MW said on Launchpad that he couldn’t reproduce the error. If HE can’t figure it out…
