Change Font Color of Window Title Bar

Using Mate 18.3 on a GPD Pocket, I'm running the Teal theme. All is well, except I find the white color of the window title bar text difficult to read on a small screen. I'd like to change the font color to black.

I'd like to keep the Teal theme and I've created the custom gtk3.css in .config but I can't find a specific command to change the font color. I've installed Mate Tweaks, but that doesn't yet help me either.

Any advice or handle to jiggle?
