Is Mate actively developed (not like underdeveloped Xfce), and does telemetry say anything about how many people use Ubuntu Mate or at least how many times it has been downloaded?

I think we need to define “underdeveloped” here.
For example, I have a kettle in my kitchen that was “developed” about 10 years ago. It does its job perfectly and so, consequently, has been somewhat “underdeveloped” for about a decade.
Having said that, the main menu on XFCE is bloody awful to edit and so that could certainly do with some development.
Pretty much sums it up. Xfce doesn’t seem “it just works” as “it’s dead” for a while now.
Xfce isn’t seeing much change and activity compared to the other DEs, but I wouldn’t go so far as to say that it’s “dead”. If you see the official blog, work is always in progress.
But yeah their codebase could use some love and refurnishing, like as steve said…
Number of folks using really doesn’t indicate active development.
