Differently sized window borders?

Dear all,

Just asking out of curiosity, why do some windows have thicker window borders than others?

In the following example, Nautilus files has a thicker window border than MATE Tweak.

Is this difference due to one being GTK3 and the other GTK2?

Some applications uses the GNOME3 inspired “header bars” which are larger.

But both can still be GTK3 applications, correct?
