Extra Panels not loading any more

Kernel Linux 4.4.0-142-generic x86_64
MATE 1.12.1

Since the latest power outage, the extra panels I have created (left and right side of sreen) with many shortcuts, no longer load.
I suspect some corruption has taken place resetting a vital flag.
I have examined the Config Editor but am reluctant to make any guesses.

If anyone could help me find a way to reset the panels I would be much obliged.

If you don't mind losing your modifications, you can "reset" the panels by going into MATE Tweak and switching to a different panel layout. If you can't get to it (suppose the panel with the applications menu is missing), then you can press CTRL+ALT+T or ALT+F2 and type:

mate-tweak

Not sure if this still works as another alternate:

mate-panel --reset

As you expected the reset option achieves nothing.
The tweak alternative doesn't help either.

What I expected to find out about is the existence of some sort of config file that is saaved wuth the OS or at least the MATE desktop files.
As I said in my post, I did look in the Config editor's paths to see if I could recognise anything useful but stopped for fear I would ruin some settings.
I can still add new panels (yes my top and bottom panels of the Ubuntu Mate Panel Layout in Tweak) but was hoping to find the saved layouts with my shortcuts and launchers on it.

By config editor, I presume you mean d-conf editor, where the actual settings are.

The pre-installed layouts are saved in /usr/share/mate-panel/layouts. What MATE Tweak does upon choosing a different layout is erase the current configuration and replace it with that file instead. If you've saved a "custom layout" previously, it should be in that folder.

Yes, dconf editor is wehere I looked, but your response is 100% what I was looking for.
I did find a previously saved "custom layout" which I was able to update.

Noting all this for future reference I guess after some more modifications to panels with launchers/shortcuts I should be able to "save Panel layout" in Mate-tweak and maybe save a copy of the layout file as a backup as well as it is quite a tedious process to recreate all the launchers each time something goes belly up.
