How to fix this problem with notification border
You can try to switch to other notification theme by launching System → Preferences → Look and Feel → Popup Notifications or by running mate-notification-properties.
On my Ubuntu MATE 16.04.6 LTS I have the following:
and the Slider theme does not have problems with borders:

Sorry but the icons inside the notification are not visible/consistent with slider theme, the only theme that shows correctly these icons is Standard theme but it has incorrect border
