I'm just testing 20.04 and noticed that the mouse wheel is not working if the mouse is being moved. So GTK3 does seem to not scroll during a mouse move, that's quite bad news for me because I'm most of the time moving the mouse during a scroll (either involuntarily or because I know where I want to have the pointer at the end of the scroll).
Is there an option to re-enable the old behavior?

Are you by chance testing in a Virtual Machine? That's the only place I see it here (VirtualBox 5). But I also see it in a VM of 18.04 so it's likely a VirtualBox mouse integration behavior. Live boot and native installs do not show it at all.
