Has anybody else experienced issues with HDMI on 19.04?

Previous iterations of Ubuntu MATE worked well enough for me to tinker with xrandr in order to perform desired display changes. Now with 19.04 the same HDMI connection isn't being recognized by xrandr and I cannot seem to get it working.

Someone else from outside of this community says it's probably a kernel regression, but despite my expertise with Linux I cannot figure out for the life of me how to downgrade the kernel. And it's also been a confirmed issue. What can I do to resolve this, aside from sticking with an older version of the system?

It was my hardware. The HDMI Port on the PC I was working with wore out and no longer functions. Oops.
