For example, to switch between workspaces combination CTRL+ALT + Right uses left ALT
But for moving active window combination CTRL+ALT+SHIFT+Right uses right ALT
is it supposed to be like that?
Is there any way to change default hotkeys to use left ALT in both cases?
Have just realized that "Moving active window to the next workspace" works only with Compitz, with Marco no matter what ALT you use nothing happens
Now I've got fresh install of 18.04.2 and shrotcuts frustration continues:
For example "Show desktop" Ctrl+Alt+D does nothing, as well as "Move active window to the next workspace"
It feels like random things just fall off and stop working

My mistake, I meant "panel layout". With "traditional" you have the workspaces on the right-hand side of the bottom panel. Using a Logitech k120 keyboard CTRL+Alt+"Arrow left" / "Arrow right" allows me to change between workspaces - having the bottom panel where you can use the mouse to access another workspace is sometimes useful for me. 
Navigation is not an issue, the question is in moving "running applications" from one workspace to another without using a mouse.

Ctrl+Alt+Shift+Arrow brings along the window in focus. Are you selecting by focus what moves?
- I only use horizontal, never a vertical arrangement.
- US Keyboard.
- Marco or Compiz.
- 16.04 or 18.04 LTS versions.
I just made the list to get you thinking what may be involved.
What do you mean by "focus that moves" and "horizontal arrangement"?
A window in focus is the currently selected window. Click on a window selects it for focus - like the window with an active text input cursor.
I always.... always.... select a theme to make sure the window in focus is the one with a colored title bar but newer themes keep abandoning this. Most just embold the title text or something useless.
So to be clear, Ctrl+Alt+Shift+Arrow switches desktops AND brings along the window in focus. That's how moving items (windows) to another workspace works. When you mention moving "apps" it's really windows that move. If an app is more than 1 window it can take 2 trips (like VLC player plus the detached playlist).
Did you know you can arrange multiple workspaces horizontally or vertically? By default is 4 workspaces horizontal which is what I use. I'm uncertain how vertical works so wanted to mention it.

@Bill_MI I have never seen an option for vertical alignment, horizontal is good enough for me 
The only difference that I have from your setup is a second keyboard layout.
I do know that depend on what combination you choose for switching languages some shortcuts can break... and apparently that was the case too...
The list of possible combinations for language switch is quite big, in my country people typically use either Ctrl+Shift or Alt+Shift
Today I tried Alt GR for language and moving active window finally started to work, that is a little bit confusing

P/S forget about "moving apps" I was just trying to wrap my idea in different words when alpinejohn didn't get my initial point.
