How to change time zone for login and lock screen?

My login and lock screen show the time in UTC. Since I'm in the United States, I need to change that. Once I login to the system itself, the time is correct. How do I change the time zone for the login and lock screen?

I'm running Ubuntu MATE 18.10 if that makes a difference.

sudo dpkg-reconfigure tzdata

saved in /etc/timezone
