How to move the "Software" to "Administration" in menu?

I tried to hold and move the icon but it doesn't work. The only option are pin to favor menu or pin to desktop. So is that I cannot change what appear in Administration menu or other menu?

Open the Main Menu program, this lets you toggle, edit or drag-and-drop items around between menus.

Thx. I cannot find “Software” in the existing items on the menu. If I use the "New Item", how to find "Software"?

Software (Gnome Software) does not come preinstalled with Ubuntu MATE.
You can find it in the software boutique though.
If you already installed it and it does not show in your menu, should you want to add it manually, the command is gnome-software.

Yes, that is the command. Also, Software (when installed) normally appears under System Tools.
