I installed mate 16.04 on Pi2 and using for 40 inch LED screen. There are black borders on the screen. I enabled over scan, still no results.

Have a look in my elaborations with title “Resolution does not fill TV display” to wich extent this can help you further.
You may need to use the “tvservice” tool to experiment with some adjustments as descibred in the “/boot/config.txt” file under the section with title “Video”.
