I need download Ubuntu mate 18.04 because I need install ROS melodic on Raspberry pi

- 64-bit (arm64) - https://releases.ubuntu-mate.org/archived/18.04/arm64/

I can install Ubuntu MATE 18.04 LTS on Raspberry Pi 4 ??

For RPi4 better and hassle-free way is to use Ubuntu MATE 20.04 LTS or 20.10 on it.
Ubuntu MATE 18.04 will go EOL in April anyway. Keep in mind that 20.04 does not support USB boot, only 20.10 and future releases support this.
there are beta 1 and beta 2 releases. no stable version?

Seems there are no stable releases of the Pi image. If you want stable releases go with either 20.04 or 20.10. But keep in mind that 20.04 does not support booting from USB, only 20.10 and future releases support usb boot.

in Ubuntu-mate main website is said that 20.04 and 20.10 are not suitable for Pi 2
You didn't mention which Pi you have. If it's a Pi 2 then you're out of luck and have to look for another distro or switch back to Raspberry Pi OS.
Ubuntu MATE 18.04 for 
may be going end of life as a flavour release in April 2021, but the base system (Ubuntu) is still technically supported until April 2023.
Support coverage for 18.04 can be checked with this command in a Terminal:
ubuntu-support-status
Ubuntu MATE's releases up to 20.04 have been carrying a "beta" label, but it should still provide a stable experience on Pi 2 hardware.
