I want only 64 bit Ubuntu Mate, can I remove all i386 packages in Synaptic?

You can try, but it may harm the system.

On my fully featured Ubuntu MATE 16.04.6 LTS daily-driver system removal of all i386 packages will free only 1.2 gigabytes, this is not too much if you want to save disk space...

Moreover for example Wine (it is packaged as wine) needs many i386 libraries and packages to function properly.
Also you have to read more about multilib / multiarch principle. Without 32-libs you will not able to run and to compile 32-bit applications.

@ Norbert_X, I don't use Wine etc. so I don't need the 32 bit libs etc.
