I installed Ubuntu 20.04.2 LTS but there is no "users and groups" in administration. I tried to install it with "gnome-system-tool" is installed and is at the latest version but "users-admin" is not available.
I tried to reinstall but no helpful result.

You just installed Ubuntu-MATE 20.04?
You do realize flavor support has ended for 20.04... Refer Ubuntu MATE 20.04 LTS reaches end of life

sudo apt install gnome-system-tools then reboot, you will have Users and Groups.
