Installed Theme, Doesn't Show Up in Theme Picker Tab

I downloaded the OneStepBack theme from Gnome-look.org and extracted it to ~/.themes. But when I do a Preferences > Look and Feel > Appearance, the theme doesn't show up under the Theme tab. The theme is GTK 2.0 and 3.0 compatible... what am I doing wrong?
