I have verified this problem on 18.04 and 19.10 [Mate]
The update giving me problems is "Processor microcode firmware for Intel CPU's". [2.4mb]
Not updating this item in 18.04 allows me to work on without a problem.
The problem involves the network - Internet specifically.
eg. When I do a daily search with Software Update, it searches the repositories OK but then gives the message "Cannot download.... Check internet connection" BUT when enter is pressed it downloads the list. All continues normally from that point.
I use very fast RAM [just over 2000 - almost double normal fast memory.] Is this a problem?
Any ideas?

sudo dpkg --configure -a ; sudo apt-get install -fy ; sudo apt-get autoclean ; sudo apt-get autoremove --purge -y ; sudo apt update ; sudo apt full-upgrade -y

It has worked . Will the same set of procedures work on 19.10?
Will I need to repeat the procedure when I load any fresh install? 19.10 was a fresh install but the Processor microcode was still a patch.
