Keyboard-configuration: eval: en: not found

I’m using debootstrap to create bootable Ubuntu 18.04 ARM64 images for the Raspberry Pi 3. However, starting this month, debootstrap has been failing to configure keyboard-configuration and therefore fails to install the base Ubuntu system. Looking into the debootstrap logs, the keyboard-configuration script fails because of the error “eval: en: not found”

Any way to solve this problem?

Found a solution!

The ‘eval: en’ error is only occurring when running debootstrap from the terminal on a graphical desktop environment. If I run debootstrap from the command line interface (no GUI) it installs Ubuntu perfectly.
