I imagine that "n/a" in this context means that there aren't any workarounds for those particular issues and isn't necessarily deterministic of whether or not those issues were resolved (though I would also imagine they wouldn't be listed if they were fixed).
Yeah, this is clearly just someone not understanding that "N/A" actually means something ("Not Applicable") and using it incorrectly when what they actually mean is "None".
Using it for "None Available" does occasionally have a place in a different context, but it's really just a misuse of the term at heart. To answer your question though, no: it means exactly the opposite of "they're fixed now", sorry.
