Look & Feel settings not enacted on reboot

This is a fresh install 18.04.1 - thus far everything works except subj.

After log in any settings I’ve made do not enact; I must enter control panel, click on any category I previously adjusted to activate all the adjustments made. Note that I do not have to make any adjustments to enact what was previously adjusted prior to reboot.

This is a minor annoyance as it takes only seconds to open control center, click on mouse, and proceed as normal.

Suggestions???

These unusual symptoms were cause by a defective battery. I suspect the recharging system in the laptop caused the system to hang and would not shut off so I forced a shutdown by holding in the power button. This action more than likely caused disk errors that were unrecoverable.

After installing a new battery I reinstalled Ubuntu MATE 18.04 LTS the system is behaving just as I expect after 6 hours continuous running.
