Mate-panel user-tweak layout as default layout

Hi all, How are you?

i want to ask a question :

How to make user-tweak layout of mate-panel become a default layout for all users?
User is created from System->Administration->Users and Groups.

now i can make my own internal distro based on UbuntuMATE 16.04 for all users.
the clue is in /usr/share/glib-2.0/schemas

upack this file ini /usr/share/transmedia-goodies and run install.sh as root
