I've used Ubuntu MATE since 18.04, then 20.04 and am now on 22.04. At each version, I never encountered a splash screen. Just all the Ubuntu code whizzing by until I reach the desktop. Everything works fine including QEMU-KVM VMs, Samba, and installed apps. I have a Win 11/Ubuntu dual boot machine and use rEFInd to boot my OSs. I'm not looking for anything fancy, just a static MATE splash screen. I've tried everything I could find on the internet but to no avail. Any help would be appreciated.
Take a look at /etc/default/grub
do you have this line, GRUB_CMDLINE_LINUX_DEFAULT="quiet splash"
quiet says not to show all that boot info you're seeing and splash is well, show a splash screen.
