menu edit in ubuntu mate 17.04 doesn’t work. Any ideas? Always worked before this release.

It's a bug that is now fixed in upstream/master, but the update has yet to be released. See:
In the mean time you can install menulibre to work around this issue:
sudo apt install menulibre
Fix is actually released in mate-panel 1.18.3 upstream. You’ll need a bug report on LP to upload the patch for the possible SRU for 17.04.
For now, directly launching Mozo from any menu or terminal is a workaround
