Menulibre not connected to panels

In Ubuntu Mate 17.04 we used mozo to edit panel menus.
In 17.10 mozo has been replaced by menulibre, but menulibre does not edit the panel menus.
Can anyone explain how to edit the panel menus or the Brisk menu?
If menulibre is editing a different menu, how can I get that menu into my panel or my desktop?

Don’t use menu libre. Install and use mozo, something familiar.

sudo apt update
sudo apt install mozo
