Multiple Monitors and Panels

I have a multiple Monitor setup looks like such (see attached)monitors
Any panel that is on an edge marked in red covers up any window that gets set to full screen. (see attached)


I have tried multiple settings and multiple WMs (Compiz, and all the Marco ones) and none of them seem to affect it. Basically any time you full screen an application when a panel is on an edge that falls inside the main boundaries it does not understand that is should scale its edge to where that panel is. Would be that big of a problem. But I use the "Unity look" and the middle bottom monitor as primary which means none of the edges (except the bottom) understand to stop an application there.
Anyone have any insight on a way to fix this issue?
Happens from 18.04 all the way up to 19.04. Did not try it in 16.04 as I do not have a machine running that. The screen shots are from the 19.04 installation.

Hello, this is a known issue. I should be able to start work on fixing this in the next few weeks. There is currently no user-side fix for this, and requires changes in both the panel and marco source code.
