Package Update Confusion

I run Software Updater, my system is up to date. I run Synaptic Package Manager, no updates available. But if I run apt list --upgradable, there are several packages requiring updates. Why the conflicting messages? Do I need these updates listed below?

At least some of those are phased updates which have been halted by Ubuntu. If you enter

$ sudo apt update
$ sudo apt upgrade

which is the rough command line equivalent for Synaptic, you'll see them listed as being "held back"

Those packages are either in the process of being rolled out, or the roll out has halted because of an increase in error reports.
