After every reboot/logout my panel layout resets.
Is there any way to fix this?
I can’t tell from the picture – at least on my phone now – are indicators and clock supposed to be at the bottom? And are you using 18.04? If so, there’s a bug with items at the very bottom end of a vertical panel, so they don’t stay placed at the end.
I use nearly the same panel layout 
and the workaround I’ve found is to make sure the last item is at least one pixel from the bottom end. Then they should stay in the same place.
