Panel won't save when Drawer applet is added

I have a bug where the panel won’t save the custom layout, only when i have the Drawer applet added. Without the Drawer applet it saves fine.

Can someone else test this bug. I added it here too https://bugs.launchpad.net/ubuntu-mate/+bug/1682256

Running Mate 1.18 in 17.04

I have reproduced the bug on my 17.04 install and added some information to the bug report.

I can also reproduce in Mate 1.16 in Ubuntu Mate 16.04.
