If I remember correctly, they should be there: /usr/share/gtksourceview-3.0/styles
However, you don't need to put your dracula theme file there.
You just have to download Dracula Theme for gedit (which Pluma is forked from) with
wget https://raw.githubusercontent.com/dracula/gedit/master/dracula.xml
The file will land in your user folder and then you will just have to import it directly in Pluma's preferences menu.
