Raspberry Pi 4 at idle overheating...?

"Is it normal for the raspberry pi 4 to overheat on Ubuntu Mate 20.04 when sitting at idle?"

I'll explain...
I have the Pi 4 4gb model. It has the Raspberry Pi OS (Raspbian) installed currently with an idle temp of low 40oC. I installed the Ubuntu Mate "64bit" version to better utilize the ram for performance, but at idle, the temp was in the 50s after a short time of using it and stopping. I even outfitted the Pi with a Flirc case for cooling but the temps are still a little strange.
I don't know, maybe if I use the 32bit version, the temps would fair better overall.. At a sacrifice of performance?! I'm not sure what version the Pi OS is whether it's 32 or 64bit.

Raspberry Pi OS is a great system to use but I prefer Ubuntu personally, especially Ubuntu Mate since I used it before in the past. Just looks a lot sleeker and clean designed. With tons more options for customizing the look.

I have been using Ubuntu Mate 64-bit for several months on an RPi 4 using a Flirc case . Idle temperature is usually in the mid 50's. In heavy use it sometimes goes up to 71 or 72°C. It's never gone higher than that, so I have not seen any CPU slowdown. The system is overclocked to 1900Mhz.
