AFAIK the 128 kbps limit was agreed upon as the lowest rate due to audio quality concerns.

Many years ago, I used 64 kbps, but I see that that rate has been removed from most software.

SoundConverter seems to be able to encode at 64 kbps from what I see in its prefs.
To have the option to encode in MP3 with it, you’ll have to install the proper codec. I’m not sure which package you have to install but I guess you’ll be fine with ubuntu-restricted-addons. Or maybe lame.

I just looked at Audacity’s export options for mp3, using constant bit rate, and they run from 8 to 320 kbps. You can certainly do 64 kbps. To be sure it worked, I imported an existing mp3 and then exported at 64 kbps. No problems doing that.
