Synapse and shutdown restart not showing up 80% of time

I love synapse. I think I discovered in an older version of Mate. I used to use it all the time in Elementary and when I come back to Mate again. However, this time around 19.04, the command to shutdown is present only 20% of the time that I want to find it. It seems strange because the synapse code has not changed in a long time. I think it uses zeitgeist to find things.

Any clues on how to get it to restart and shutdown using synapse?

I was able to fix this by making a desktop icon as described in https://www.faqforge.com/linux/distributions/ubuntu/trigger-system-shutdown-ubuntu-unity-launcher/
however, I am wondering why this is not happening "off the shelf"
