Synaptic "override" of latest installed Kernel with lower version during update

Your system is configured to use the GA kernel stack and not configured to use the HWE kernel stack.

This was fetched and installed as a GA kernel update.

You have installed your kernel 6.8.0-45 manually, not through the HWE mechanism. You need a hierarchy of HWE service packages to provide automatic updates for HWE kernels.
