Tooltips Above Window

It can be quite irritating to place the cursor on a panel icon or window only to have the tooltip covering the original space and/or whatever is besides it. (I just notice I can’t upload a snapshot).
Is there a way to have the tooltip above whatever I’m hovering?

Unfortunately, I don’t have an answer but I recently started a similar topic which is also covering tooltips.
