Ubuntu Mate Dual Desktop Launcher Issue

Is there a place to specify which desktop the launcher opens on? I have mate with mutiny panel and the side panel is on the right monitor but the launcher opens on the left.

Possibly related issue is windows on the right monitor go behind the side panel when maximized.

This is on 16.04 Mate running NVIDIA 340.102

This has been fixed for 17.10

In 17.10 Beta 1 the issue still persists with the Mutiny Panel Layout. I’m having the exact same issue described above.
