I’ve tried downloading via direct and torrent and created the SD card in Linux and Mac using several methods and always get the same result:
—[ end Kernel panic – not syncing: VFS: Unable to mount root fs on unknown-block(179,2)
Holding the key during boot does NOT bring up Grub either…
Broken IMG ???

Also, I’m using a Pi 3 and have tried three different SD cards, different writers and the ISO I’m using is the latest available:
“ubuntu-mate-16.04.2-desktop-armhf-raspberry-pi.img”

You need to make sure that the “root=/dev/mmcblk0p2” is pointing at the correct device.
‘ls /dev/ | grep mmc’ should list them for you.
There should be no Grub on the pi image.

I found the fix: don’t use cheap SD card readers! The first brand name card reader/writer I tried worked the first time.
