Does Linux Mint still do a rolling release? If he wants a rolling Debian with compatibility for most of Ubuntu's software he's better off using that.

In any case, there are rolling releases out there - Ubuntu is just not one of them.
I agree with the first 2 posts. I know the logo might roll* but a rolling release simply isn't Ubuntu + MATE.

is a desktop environment, is one implementation of it built on top of an Ubuntu and Debian base. It won't be feasible to maintain. The daily ISO is the only thing in the Ubuntu world that provides the latest packages.
It is possible to install Ubuntu MATE things (like mate-tweak
, ubuntu-mate-artwork
, etc) in other distros. I like the idea and use a rolling release distro myself.

You can use a rolling ubuntu when switching all your sources.list entries from $release to devel … i.e. from:
deb http://archive.ubuntu.com/ubuntu/ bionic main restricted
to:
deb http://archive.ubuntu.com/ubuntu/ devel main restricted
