Upgraded to 18.10 but apt/sources.list shows MATE 18.04

Those are commented-out entries (starting with #), hence they are no longer active.

I see that but I don’t see any 18.10 entries that are not commented out.

can you post the complete file?

I see that ubuntu-mate-desktop/cosmic 1.227 amd64 is not listed with apt list --installed.

All the active entries are for “cosmic”, i.e. Ubuntu 18.10 aka “Cosmic Cuttlefish”, so this file looks perfectly fine to me.
Also, ubuntu-mate-desktop is merely a meta-package. You can manually install it if you want.
