I have not tested this with 20.04 however when booting on a 19.10 ISO, if one selects (for example) estonian as the language, presses "next" but suddenly decides to click "back" and instead selects "English" and go for "try ubuntu live" that the default keyboard in the live session will be... estonian. However the UI will be english.
