Yes it could. I’d be interested in what happens if you edit something in a terminal using nano or vim for more the 10 seconds does though.
OK, undistract-me only displays a notification for unfocused windows, so the editor case shouldn’t be an issue.
However, the version in the archive is old and there are several important fixes in master. I’ll see if I can get the current version published for Debian and Ubuntu.
