Sorry to say, I have never found anything that does it satisfactorily other than a propriety one that costs money.
Producing “hybrid” pdfs, which can be edited, saved and re-edited in addition to being readable by any propriety PDF reader is easy with Libre Office writer.
But, that’s it, so far as I know.

I’ve used pdfmod and it seems to work well back when I’ve used it. I also really like xournal. It lets you draw and sketch on top of a pdf file. Works great for signing documents and stuff.
I think they are both in the repos.

The document has all the text "blacked" out.
It may be protected.

I use Master Pdf Editor (not on the repos)
As mentioned above, Master PDF does the thing yet there’s no official support for it on Mate, so there might be some shortcomings. I use this one https://edit-pdf.pdffiller.com/ but it’s not a software, it’s a web app, and a paid one as well. With chromium it does well and the number of features is quite a similar to one software writers/editors have
Libre Office pdf import is probably the best option.
sudo apt install libreoffice-pdfimport
I can recommend this for everyone. It works perfect.

eventually Softmaker is going to port flexipdf to linux but who knows when that will be and I have noticed that there are not a lot of options for pdf editing for linux other than through an office program
